Biography

Sheikh Raed Salah is a Palestinian Islamic leader and the most prominent figure of the Islamic Movement among Palestinian citizens of Israel, known above all for mobilizing mass attention to the defense of the al-Aqsa Mosque. Born in 1958 in Umm al-Fahm, a town straddling the Green Line, he studied Islamic law at Hebron University before becoming a religious and community organizer in his home region. He co-founded and came to lead the northern branch of the Islamic Movement in Israel, a grassroots organization that combined religious revival with extensive social services, including charities, clinics, schools and welfare programs serving Palestinian communities inside Israel. Elected mayor of Umm al-Fahm three times beginning in 1989, he turned the movement into a powerful civic and religious force at the municipal level. Salah is best known for the slogan and campaign Al-Aqsa is in Danger, through which he drew enormous popular attention to what he portrayed as Israeli threats to the Jerusalem holy site, organizing mass mobilizations and convoys of worshippers. This activism made him a celebrated figure across the Muslim world and a frequent target of Israeli legal action. He took part in the 2010 Gaza flotilla aboard the Mavi Marmara and has been repeatedly arrested, imprisoned and charged with incitement, while the northern branch he led was eventually outlawed by Israel. To his supporters these measures confirm his role as a steadfast defender of Islamic holy places and Palestinian rights; to his critics his rhetoric has been incendiary, making him a deeply polarizing figure. For civil society and religion, Salah matters as the leading example of grassroots Islamic mobilization among Palestinians inside Israel, fusing religious activism, municipal politics and a vast network of social services, and as the figure who placed the defense of al-Aqsa at the center of popular religious consciousness in his community.
